Performance Linked Pay for Public Service Officers?

Whilst the "One Rank, One Pension" scheme supported by Anna Hazare was making the news last week, I feel that pay for public service officers should be linked to performance. There should be yearly performance appraisals for all public service officers and they should get an increment proportional to their performance. This would incentivise the government officers to improve the performance of their offices and divisions.

There are many officers who are corrupt and don't deliver the results, making money the wrong way. On the other side there are many who work hard at implementing new policies that make a big difference. They should be rewarded for their efforts. Their efforts should not go unnoticed and they should receive a pay linked to their performance. Yearly performance appraisals are carried out in most MNCs and performance linked bonuses are the norm in investment banking jobs which are heavily sought after.

Yearly performance appraisals by an independent body could be very effective in motivating the public service officers from the ranks of constables in police stations to senior IAS officers in the bureaucracy. The performance appraisals could be made publicly known under the Right to Information Act and this would add a degree of accountability to the performance linked salary system.
